Vodafone Deploys CUJO AI's Quality of Outcome Standard Across Europe

Los Angeles – October 06, 2026 -- Vodafone has selected CUJO AI's Quality of Outcome (QoO) technology for deployment across several European broadband markets, becoming the first major operator to roll out the new IETF-backed standard at scale in live networks.

QoO Is Already Live In One Vodafone Network

The technology is operating in a live Vodafone broadband network, with further rollout underway across Europe. CUJO AI, a provider of device and network intelligence solutions based in Los Angeles, said the deployment reaches millions of Vodafone gateways (CPE).

Standard Scores Networks By Application Outcomes, Not Raw Speed

Quality of Outcome converts raw network measurements -- latency, packet loss and throughput -- into an application-specific score, indicating whether a connection can reliably support activities such as responsive gaming, uninterrupted video calls or cloud services. The framework was co-developed by CUJO AI with the networking community and advanced through the IETF's IP Performance Measurement Working Group into an industry standard.

Vodafone Tested QoO Alongside Low Latency DOCSIS Rollout

Vodafone has already tested QoO in combination with its Low Latency DOCSIS initiative to measure how network upgrades translate into performance gains for gaming, video conferencing and cloud-based applications. Vodafone contributed an operator perspective during the standard's development.

"Delivering an excellent broadband experience requires us to look beyond headline speeds and understand how the network performs for the applications our customers use every day," said Oscar Gallego, Director of Home Technology & Products at Vodafone. "Quality of Outcome gives us a practical, application-focused way to evaluate and improve that experience."

CUJO AI Frames Deployment As Operational Validation Of The Standard

Remko Vos, CEO of CUJO AI, said the company helped develop Quality of Outcome to link network engineering directly to user experience, and described Vodafone's multi-market deployment as a step toward making outcome-based measurement an operational reality at scale.
