Group Says Canada's Climate Rules Cost $1.74 Trillion in Lost Projects

Calgary – September 24, 2026 -- Friends of Science Society released a report by retired energy economist Robert Lyman, titled "Climate Monster - The Heavy Hand of Climate Regulation," arguing that Canada's net-zero policies rest on scenarios the climate modelling community formally retired in April 2026.

Ottawa's updated climate report reuses retired warming scenarios, group says

Environment and Climate Change Canada's "Canada's Changing Climate Report 2026" update prompted media claims that climate change is "irreversible." Friends of Science Society says the report continues to rely on the same implausible, high-emissions scenarios used in the 2019 version, which it argues triggered Canada's 2019 declaration of a climate emergency. The group had previously issued a rebuttal, "Climate Change Your Mind," challenging that earlier report's methodology.

Analyst says attribution science tying weather events to fossil fuels is flawed

Climate policy analyst Roger Pielke Jr., in an article titled "Taking Us for Fools," replicated the World Weather Attribution (WWA) methodology used across 96 WWA reports. He found the approach attributes any comparable historical weather event to climate change by design, a result he called unscientific. A separate Firebreak Substack piece examined WWA funding and its stated goal of supporting climate litigation against energy companies.

Group estimates $1.741 trillion in lost project value between 2015 and 2025

Friends of Science Society's October 2025 open letter to Bank of Canada Senior Deputy Governor Carolyn Rogers cited an estimated cumulative prosperity loss of roughly US$1.741 trillion between 2015 and 2025, tied to the cancellation of major infrastructure projects including Keystone, Northern Gateway and Energy East, plus delay effects on the Trans Mountain Expansion (TMX).

Diverging US-Canada climate policy paths add trade friction, group argues

The report frames the Trump administration's rollback of climate regulation against the Carney government's pursuit of a Carbon Border Adjustment Mechanism (CBAM) modeled on the EU tariff, which Friends of Science Society first flagged in January 2025. The group links this policy divergence to broader Canada-US trade tension, referencing a 2024 Republican House Judiciary Committee report on ESG-driven decarbonization collusion.
