Glendale Opens 340-Unit Affordable Housing Complex Pioneer Village

Glendale, Calif. – September 23, 2026 -- Linc Housing and National CORE have opened Pioneer Village, a 340-home affordable housing community in Glendale, California, drawing more than 7,500 applications for its units.

Development delivers 340 homes across three five-story buildings on 2.79 acres

Located at 515 Pioneer Drive, the elevator-served complex includes 92 units for low-income seniors aged 62 and older, 245 family units, and three apartments for on-site staff. Homes are affordable to households earning between 30% and 80% of area median income. Construction began in January 2023 and finished in July 2026, with resident move-ins starting in June.

Amenities span 5,800 square feet of indoor community space

The property features community rooms, kitchens, computer labs, an on-site gym, playgrounds, community gardens, rooftop decks and a walking path. A pedestrian paseo connects the site to nearby Fremont Park, and the complex sits within one mile of Glendale Central Library, Glendale Family Medical Center, grocery stores and pharmacies. Each unit includes air conditioning, electric heating, a patio or balcony, dishwasher, microwave and garbage disposal. The development is designed to meet LEED Gold standards and includes 342 parking spaces in a subterranean garage, with 35 electric-vehicle-ready stalls.

National CORE president cites scale as key to efficient affordable housing delivery

"Pioneer Village shows why we need to build at a larger scale," said National CORE president Michael Ruane. "Bringing 340 homes online through one coordinated development allows us to use land, infrastructure and financing more efficiently, so limited resources can help house more people."

Glendale Mayor Ardy Kassakhian said the city identified the property years ago and committed to investing in affordable housing on the site. Linc Housing president and COO Suny Lay Chang credited partnership among the City of Glendale, the Glendale Housing Authority, CalHFA, Bank of America and National CORE for making the project possible.

Financing combines municipal, state and private capital sources

Funding included multifamily housing revenue bond proceeds and low-income housing tax credits through Bank of America construction lending, City of Glendale Measure S Funds, Low and Moderate Income Housing Asset Funds, HOME Program Funds, and CalHFA's HUD-Risk Sharing and Mixed-Income Program Funds. CalHFA Executive Director Tony Sertich said the agency financed the project through its Mixed-Income Program.

KFA served as architect, National CORE acted as general contractor, HavenCORE manages the property, and Linc Housing provides on-site resident services including healthy cooking classes, exercise programs and supportive services for residents.
