ACER Board of Appeal Adds 2 Members, 4 Alternates for 2026 Term

Europe – October 22, 2026 -- ACER's Board of Appeal will begin a new five-year mandate on 18 October 2026 with two new members and four first-time alternates, refreshing the body that reviews complaints against the agency's decisions.

Administrative Board appoints panel after Commission call for interest

ACER's Administrative Board made the appointments, following a proposal by the European Commission and in consultation with ACER's Board of Regulators. The process followed a public call for interest that the Commission launched earlier this year.

Batlle and De Hauteclocque join four continuing members

Mr Carlos Batlle and Mr Adrien De Hauteclocque have been elected as new members. They join Mr Piet Eeckhout, Mr Miro Prek, Ms Keelin O'Brien and Ms Katerina Sardi, who will continue to serve.

Ms Catherine Banet, Mr Ulrich Ehricke, Ms Edit Herczog and Mr Tony Rosten are appointed as alternates for the first time. Mr Alain Marien and Mr Timo Partanen continue in their alternate roles. Alternates may replace members who are unable to participate in Board proceedings.

Board keeps six-member structure with independent remit

The Board of Appeal is composed of six members and six alternates. Each serves a five-year mandate, renewable once. It is part of ACER but independent from the agency's administrative and regulatory structure.

Members and alternates are drawn from current or former senior staff of national regulatory authorities, competition authorities or other national or EU institutions with relevant experience in the energy sector.

ACER Acting Director Mr Volker Zuleger welcomed the new appointees and thanked those continuing for their commitment. He also expressed appreciation to the outgoing members and alternates for their service during the previous mandate.
