Ziegler closes 35-year HUD refinancing for Magnolia Crossing

Chicago – November 02, 2026 -- Ziegler has closed a 35-year, fixed-rate, fully amortizing FHA/HUD Section 232/223(f) refinancing for Magnolia Crossing Senior Living, a nonprofit assisted living and memory care community in Clovis, California.

HUD loan replaces construction-era debt with permanent financing

The transaction retires the community's construction-era debt and substitutes permanent, long-term financing with competitive interest rates and flexible future financing options. The release did not disclose the loan principal or the interest rate.

The deal also funded roughly $660,000 of owner-elected capital improvements, including solar energy infrastructure. It established what Ziegler described as substantial reserves for future repairs and replacement needs.

Ziegler weighed five alternatives before choosing FHA/HUD

Ziegler and Magnolia Crossing evaluated FHA/HUD financing, agency lending, bridge financing structures, nonprofit affiliation opportunities and potential acquisition scenarios. FHA/HUD financing offered the strongest combination of long-term stability, financial flexibility and mission preservation, according to the release.

Humair Sabir, Managing Director of Ziegler Senior Housing & Care Finance, said Ziegler partnered with the team throughout its stabilization journey.

Mixed-income model combines private-pay and Medi-Cal residents

Magnolia Crossing opened in February 2018 and operates three small residential homes rather than a traditional institutional facility. Developer Innovative Development and Living Solutions of California (IDLS) runs a mixed-income model that combines private-pay residents with individuals supported through Medi-Cal.

Michael Sigala, Board President of IDLS and Magnolia Crossing, said the financing protects the community's future while allowing it to keep serving seniors of all income levels.
