WASHINGTON – October 29, 2026 -- The U.S. Department of Commerce has issued antidumping and countervailing duty (AD/CVD) orders on imports of van-type trailers and subassemblies from China. The orders will remain in effect for at least five years, according to the American Trailer Manufacturers Coalition (ATMC), which filed the underlying petitions.
Commerce orders follow affirmative ITC injury finding on Sept. 25, 2026
The ATMC filed AD/CVD petitions with Commerce and the U.S. International Trade Commission (ITC) on Nov. 20, 2025. The petitions targeted dumped and subsidized trailer products from Canada, China and Mexico. The ITC issued an affirmative final injury determination on all three countries on Sept. 25, 2026. Commerce had also made final affirmative determinations on dumping and subsidies for China.
Robert E. DeFrancesco, III, counsel to the ATMC, said the relief will "create the conditions American companies need to invest and grow their business." He linked Chinese government subsidies to layoffs and declines in U.S. production.
Canada and Mexico orders depend on a second ITC determination in early 2027
The ATMC expects the ITC's second final determinations for Canada and Mexico in early 2027. Before then, Commerce must issue final affirmative AD/CVD determinations for Mexico and a final affirmative AD determination for Canada. Both are on an extended timeline. Once the ITC rules, Commerce will impose AD/CVD orders on imports from those two countries.
Annual reviews can raise duty rates, and ATMC will monitor for evasion
Duty rates can increase each year through the annual administrative review process. The ATMC said it will monitor industry data and market intelligence for evidence of duty evasion, absorption and circumvention.
The coalition comprises Great Dane LLC, Stoughton Trailers LLC and Wabash Corporation. The ATMC says the U.S. trailer industry directly supports almost 10,000 jobs and indirectly supports about 50,000. Coalition members operate in Arkansas, Georgia, Illinois, Indiana, Nebraska, Pennsylvania, South Carolina, Tennessee and Wisconsin.
