TransCore Launches 18-Mile I-80 Solano Express Lanes in Bay Area

Nashville – October 27, 2026 -- TransCore has taken an 18-mile stretch of Interstate 80 through Fairfield and Vacaville live as express lanes, its fourth corridor for the Bay Area Infrastructure Financing Authority (BAIFA) since 2017.

TransCore integrates AVI and ALPR tolling across the I-80 corridor

TransCore supplied the tolling system integration for the corridor. The roadside system uses Automatic Vehicle Identification (AVI) and Automatic License Plate Recognition (ALPR) to detect and toll all users. Covered vehicle types are carpools, vanpools, buses, motorcycles and solo drivers with FasTrak or FasTrak Flex tags.

Dynamic pricing adjusts toll rates in real time based on traffic conditions. Overhead digital signs show the current toll for each zone.

Existing carpool lanes convert to managed lanes running 5 a.m. to 8 p.m.

The I-80 Solano Express Lanes operate daily from 5 a.m. to 8 p.m. They convert existing carpool lanes into a managed lane system for travelers heading to and from Sacramento, the Sierra Nevada, San Francisco and the North Bay. The stated aims are lower congestion, better transit reliability and improved emergency response access.

The project was developed with the Metropolitan Transportation Commission (MTC), the California Department of Transportation (Caltrans) and the Solano Transportation Authority.

Partners cite repeat deployments as BAIFA's Bay Area footprint grows

MTC Executive Director Andrew Fremier said the opening builds on the agency's longstanding partnership with TransCore. TransCore President and CEO Whitt Hall described the project as the latest in nearly a decade of Bay Area express lane deployments.
