Qtonic Quantum Names Ex-NATO Commander Cloutier to Run Operations

MIAMI – November 02, 2026 -- Qtonic Quantum Corp has put retired Lt. Gen. Roger L. Cloutier Jr., former commander of NATO Allied Land Command, in charge of company operations, as Department of War post-quantum cryptography deadlines of Dec. 31, 2030 and Dec. 31, 2031 come into view.

Cloutier takes over structure and day-to-day running of the company

Cloutier has chaired Qtonic's Allied Defense Council since May 2026 and keeps that role. He retired from the U.S. Army on Oct. 1, 2022, after 34 years of service. He commanded NATO Allied Land Command in Izmir, Turkey, from August 2020 to August 2022, and previously led U.S. Army Africa and the Southern European Task Force.

He is one of four retired general officers who lead or advise the company. The others are:

  • Lt. Gen. (Ret.) Mark E. Weatherington, U.S. Air Force, former deputy commander of Air Force Global Strike Command, who chairs the Defense Innovation Council.
  • LTG (Ret.) Milford H. Beagle Jr., former commanding general of the U.S. Army Combined Arms Center, who is Senior Leader of the Allied Defense Council.
  • BG (Ret.) Shan K. Bagby, former chief of the Army Dental Corps, who works with the company on health care security.

Company advisers also include Richard H. Ledgett Jr., former deputy director of the National Security Agency, and David Mussington, former executive assistant director for infrastructure security at the Cybersecurity and Infrastructure Security Agency.

Executive Order 14412 and Pentagon dates set the migration clock

Executive Order 14412, "Securing the Nation Against Advanced Cryptographic Attacks," was signed June 22, 2026. The Department of War's strategy requires that, unless otherwise noted, all its systems support quantum-resistant algorithms by Dec. 31, 2030, or be phased out. They must use those algorithms by Dec. 31, 2031.

Qtonic expects contractors whose systems connect to defense networks to be held to the same calendar.

QScout and QSolve anchor the operational workload

Two products carry the work for enterprises and federal agencies. QScout inventories an organization's cryptography and produces a signed CycloneDX 1.7 cryptographic bill of materials. QSolve executes the prioritized migration plan.

Cloutier framed migration as an operational task. "The organizations that make these deadlines will be the ones that treat cryptographic migration as an operation, with an inventory, a sequence and a name next to every step," he said.

Beagle, who commanded the Army Training Center at Fort Jackson two years after Cloutier left the post, said anyone facing a 2030 deadline needs a leader who has moved a large organization on a fixed date. Bagby said hospital migration is an operational problem before a technical one, because health systems run on systems that cannot go down and data that cannot leak.

Bagby retired in 2023 after commanding Brooke Army Medical Center in San Antonio, the U.S. military's only Level I trauma center, and U.S. Army Regional Health Command-Central.
