TSA Marks 25th Anniversary, Launches Horizon 25 Modernization Strategy

Washington – September 16, 2026 -- The Transportation Security Administration marked the 25th anniversary of the September 11, 2001 attacks by launching its Horizon 25 Strategy, a modernization push covering all transportation modes under the Trump administration and Secretary Mullin.
TSA traces its origin to the Aviation and Transportation Security Act signed into law on November 19, 2001
President George W. Bush created the agency in direct response to the attacks that killed nearly 3,000 people, tasking it with restoring confidence in the aviation system and safeguarding freedom of movement for people and commerce.
Administrator David P. Cummins says the agency must modernize against sophisticated, evolving threats
"TSA must modernize to defend against those threats," Cummins said, framing Horizon 25 as the vehicle to advance capabilities across all modes of transportation and ensure a September 11 attack "never happens again."
