Georgia-Pacific Commits $150M to Rebuild Palatka Paper Machine

ATLANTA – October 29, 2026 -- Georgia-Pacific is investing approximately $150 million to rebuild a paper machine at its Palatka, Florida, mill, with completion expected in the second quarter of 2028.

Georgia-Pacific replaces the Number Four machine installed in 1980

Work on the project has already begun. The investment replaces the Number Four paper machine, which produces paper for Angel Soft bath tissue. Georgia-Pacific says the rebuild will preserve existing production while increasing the mill's manufacturing capabilities.

Updated technology and safety systems are intended to improve safety, reliability, quality and productivity.

Palatka mill makes brands found in nearly 60 million U.S. households

The mill produces Angel Soft, Quilted Northern, Brawny and Sparkle. Georgia-Pacific describes the site as strategic to its consumer products business because of its integrated pulp supply, existing infrastructure, geographic location and converting capabilities. The rebuild draws on the site's existing infrastructure and converting assets.

Andrew Noble, president of the company's consumer tissue, towel and napkins business, said the project reflects "confidence in Palatka and in the future of our consumer tissue business." The company frames the spending as part of efforts to maintain and strengthen current tissue production and the long-term competitiveness of the unit.

Palatka rebuild follows a Wauna project of more than $150 million

Georgia-Pacific most recently dedicated a rebuilt paper machine at its Wauna mill that produces Angel Soft and strategic private-label bath tissue. That investment exceeded $150 million.

Recent tissue investments in new paper machines and converting have also covered Naheola, Alabama; Palatka, Florida; Green Bay, Wisconsin; Port Hudson, Louisiana; and Halsey and Wauna, Oregon.

The Palatka spending is in addition to the May announcement that Georgia-Pacific is completing final engineering and planning for additional structured paper machines and associated converting equipment at existing facilities in the central and western U.S. The company has not announced site selections for those projects.
