Oakland, Calif. – October 07, 2026 -- California Waste Solutions is advancing a waste-to-energy project in Ho Chi Minh City requiring an investment of more than half a billion dollars, expanding its environmental infrastructure footprint beyond its core Oakland and San Jose recycling operations.
New Vietnam facility targets 3,000 tons of daily processing and 60 megawatts of power
Through its wholly owned subsidiary Vietnam Waste Solutions, the Oakland-based company is seeking investment-policy approval for a new waste-to-energy plant designed to process 3,000 tons per day and generate 60 megawatts of electricity using technology sourced from G7 and G8 countries. The project, separate from capital already committed to the existing Da Phuoc complex, targets a post-incineration ash and residue rate of about 5%, with remaining material recycled into construction materials and supplementary fuels. Once approved, construction is expected to bring the plant online within 18 to 24 months, supporting Ho Chi Minh City's Net Zero 2030 target.
Da Phuoc complex already processes up to 5,000 tons of waste daily on 128 hectares
Vietnam Waste Solutions operates the Da Phuoc Integrated Waste Treatment Complex, the only facility in Vietnam applying sanitary landfill technology to U.S. Environmental Protection Agency standards. Built with capacity for up to 10,000 tons per day, equivalent to roughly 70% of Ho Chi Minh City's municipal solid waste, the site currently receives 4,500 to 5,000 tons daily. Infrastructure includes a landfill gas-to-energy plant generating up to 12 megawatts, a 3,000-cubic-meter-per-day leachate treatment plant using membrane bioreactor technology, and a sorting and recycling plant with 600-ton daily capacity. Beginning this month, high-capacity drones will be deployed at Da Phuoc for sanitation and odor control, spraying biological treatment products to reduce worker exposure to treatment chemicals.
California operations serve 343,000 customers across six Bay Area recycling facilities
California Waste Solutions, founded by David Duong in Oakland in 1992, serves more than 343,000 customers across Oakland and San Jose through six Bay Area facilities offering collection, processing, material recovery and municipal recycling programs. The company has deployed optical sorting technology in San Jose and artificial-intelligence scanning in Oakland, and is expanding curbside household battery collection to San Jose homes. CWS enters its 35th year of operation in 2027.
Green Environmental Technology Park spans 1,760 hectares licensed in 2015
Vietnam Waste Solutions is also developing the Green Environmental Technology Park, a 1,760-hectare project tied to Vietnam's Southern Key Economic Region. The park is designed to link waste treatment with high-tech manufacturing, clean energy, telecommunications and an internal cargo transshipment port, positioned as a Vietnam–U.S. Green Industrial Technology Complex rather than a conventional land lease. "We are really excited about the new waste-to-energy plant expansion, having already proved that it works at a much smaller level over the past few years for our own plant," said Michael Duong, President of California Waste Solutions.
